Position Summary
The ON CALL Resource Worker / Case Manager / Employment Specialist / Workshop Monitor / Job Developer / Customized Employment Specialist helps clients from Boston Bar to Mission on an as required basis to learn the skills they need to obtain employment within the timelines established in the Employment Program of BC agreement. Through skilled counseling the ON CALL Resource Worker / Case Manager / Employment Specialist / Workshop Monitor / Job Developer / Customized Employment Specialist assists clients in overcoming barriers to employment by increasing career knowledge and improving job search skills of clients who participate in WorkBC programs.

This person is experienced in employment services with the EPBC program and works collaboratively with other Case Managers and team members to promote and enhance services with understanding counseling methodology.

Duties and Responsibilities

• The successful candidate will completely understand the Employment Program British Columbia (EPBC) roles, service delivery and operational procedure to ensure WorkBC mandates are achieved, have experience in Case Management, Career Counseling, Assessment and screening with strong verbal and written communication skills, including the ability to effectively communicate in a multi-cultural environment and provide one-on-one counseling to individuals.
• Provide services to Clients in a manner that is welcoming, safe and professional and ensures that their privacy rights are protected under the law. Able to maintain confidentiality at all times.
• Service is to be in accordance with Contract performance requirements to support that Client achieving the highest level of Labour Market Attachment and self-sufficiency possible for the client.
• Must demonstrate fair, equitable and ethical decision making while maintaining a professional manner and all times.
• Knowledge of Federal and Provincial contracts and services such as Employment insurance (EI), BC Employment Assistance (BCEA) and other community resources.
• A second language would be an asset.
• ICM experience and computer skills are essential (MS Office).
• Minimum keyboarding speed of 50 words per minute.
• Conducting Multi-Dimensional Needs Assessment (MDNA) and assigning clients to appropriate tiered services.
• Assisting clients in developing an action plan to achieve labour market attachment and update the action plan to meet employment, social, educational and life skills needs.
• Determine financial needs and administer appropriate support for training, wage subsidy, paid work experience, self-employment and apprenticeship support.
• Maintain general administration of files in the Integrated Case Management (ICM) system and follow up with clients.
• Provide ongoing coaching and employment counseling to support clients with goals towards labour market or community attachment.
• Coordinate on-site Job fairs. Conduct effective workshops/sessions either in a group setting or one-to-one that forms the basis of program activities and content.
• Ability to assist in the development and adaptation of curriculum.
• Liaise with employers and community resources creating a positive link between WorkBC and the community at large.

Training, Education and Experience

• Should be a current Certified Career Development Practitioner.
• A degree in Socials Sciences and/ or in related field or Community Social Services Diploma.
• Experience of working with a diverse client base, including high risk multi-barriered client population and specialized populations in community based organizations.
• References, Criminal Record Check with vulnerable sector.
• Valid BC driver’s license and current driver’s abstract are required.
• Some evening and weekend work and travel may be required.
